Because recently Maryland senate has rejected a bill, which would have required dog owners to cage their pets in the back of their trucks while traveling.

Although the same senate nodded for the bill last year, this year it was deferred by 30-17 against. With this voting, Maryland joined its hand with the rest of 24 states, where there is no need to tie the pets in cars and trucks.
